Playing devils advocate a little here but you can actually say that about all schools of psychology. NLP is a hybrid of different areas of psychology and also a number of other therapeutic interventions.
NLP has implicit roots in the school of psychology called Behaviorism, Behavioral therapists are generally directive and aim to help the client re-learn more effectively . The same can be said of directive communication for groups.
If you take the hype and the charlatans out from NLP then you have central psychological tool for intervention, it is just more concerned with imemdiacy and effecting change than detailed insight into the behaviour.
